OCS Community Economic Development Program

Most of the grant funds from the Department of Health and Human Services will be used to support the wages of transitional workers. A small amount will be used to support salary of staff that provides case management, training, and grant management. 10% will be requested as de mininimus indirect cost and funds may be required for travel to grantee meetings.

OCS Community Economic Development Program

EMCC will utilize this funding from the Department of Health and Human Services for the implementation of two strategies that are critical for the multi-use development, business expansion and job creation goals of the Campus. The first strategy focuses on completion of the Center, which provides space to accommodate several EMCC’s social, education, employment training, business development, food service and entrepreneurial initiatives. OCS funding will be used to provide financing required to expand the Center’s commercial kitchen, early childhood education programming and youth and senior services. The second strategy focuses on the expansion of Piper’s shipping and receiving area. OCS funding will be used for site preparation and development of land on the Campus that will be leased to Piper enabling it to enlarge its shipping and receiving area and take on larger projects. Additionally, OCS funding of $800,000 to implement these two strategies for the Campus expansion and job creation in the low-income Martindale-Brightwood neighborhood.

Community Development Financial Institutions – Technical Assistance

Business Ownership Initiative (BOI), the anchor program of the Indy Chamber’s Entrepreneur Services division, was recently certified by the U.S. Department of the Treasury as a Community Development Financial Institution (CDFI), and alongside this new status, was granted $125,000 in CDFI Program Technical Assistance Awards to serve low-income and underserved communities lacking adequate access to financial resources.

The U.S. Small Business Administration (SBA) recently awarded BOI $180,000 through its Program for Investment in Micro-Entrepreneurs (PRIME) to continue funding BOI’s Re-Entry Entrepreneurship Development Initiative (REDi) for current and formerly incarcerated individuals to explore small business ownership as a means of self-sufficiency.

Housing Partnership Network

Housing Counseling Program

A HUD-approved counseling intermediary since 1995, HPN has supported its members\x27 housing counseling efforts with a cumulative pass through of $30 million in HUD funding. This year, HPN will fund 15 members in 15 states who will provide housing counseling to approximately 19,750 households. The goals of HPN’s housing counseling program are: expand homeownership opportunity for low- and moderate-income families, especially minority, new immigrant, and traditionally underserved populations; promote neighborhood stabilization and revitalization by increasing sustainable homeownership and secure housing tenure; and support low- and moderate-income homeowners in maintaining their homes and building equity for the future.

Brownfields Multipurpose Grant

The Environmental Protection Agency awarded this grant to the City of Indianapolis. These funds will be used for assessment, cleanup and planning for the Black Mountain site and related key parcels located at 3315, 3525 and 3547 East Washington Street within the Indy East Promise Zone. This project is part of a comprehensive community development plan, which includes the creation of an urban employment hub for the adjacent neighborhoods that will increase the economic growth, long-term health, and welfare of the area’s residents. These parcels are also located in a designated Opportunity Zone and positioned along a future Bus Rapid Transit Corridor.

New Market Tax Credits

he City of Indianapolis was awarded $55 million in New Market Tax Credits by the US Treasury Department. This is the City’s third New Market Tax Credit award in the last 20 years. The funds will be used to support redevelopment efforts, including the ongoing projects on the PR Mallory campus.
