Intend Indiana and CommunityScale partnered to conduct a District-wide housing study, which concluded in 2025. The study’s goals were to:
- assess housing gaps and needs in the district, especially among disadvantaged and vulnerable populations;
- provide a data-driven overview to build from in future phases of analysis and collaboration with partners;
- ground dialogue and discussion about housing opportunities, challenges, and needs in the district; and
- inform the preliminary development of new housing programs and initiatives in the district.
Findings indicate that growth in the District is likely to continue gradually, although not evenly distributed across its geography. Therefore, additional housing supply is needed over the next decade.
