Comprehensive neighborhood revitalization
St. Clair Place
I•AD's desired planning and implementation model has at its core the values embodied by comprehensive community development. The revitalization of St. Clair Place will constitute a significant portion of I•AD's work in the coming years.
The St. Clair Place Neighborhood lies just east of Woodruff Place on Indianapolis' Near Eastside and remained undeveloped through the Civil War. The creation of an arsenal by the Union government created a demand for affordable housing that drove early residential development in the east side. Working with the St. Clair Place Neighborhood Association, the City of Indianapolis, the State of Indiana and several other local partners, I•AD seeks to build upon the existing assets in the neighborhood to encourage the development and redevelopment of housing opportunities for a range of incomes.
The Near Eastside's efforts to undertake a large-scale neighborhood revitalization project and build the capacity of I•AD gained additional traction in May 2008 when Indianapolis' 2012 Super Bowl Host Committee selected portions of the Near Eastside Quality of Life Plan as the Super Bowl Legacy Project. A major piece of this Legacy Project will be the revitalization of the St. Clair Place neighborhood, and I•AD serves as the lead implementation agency for the housing portions of the Super Bowl Legacy Project.
Multi-family & Mixed use development
St. Clair Apartments
I•AD works to develop affordable housing opportunities, often including commercial space on the ground floor in an effort to compliment its housing development.
St. Clair Apartments is being co-developed by I•AD and Riley Area Development Corporation. Located in the heart of the St. Clair Place Neighborhood, these 33 units will provide safe, affordable housing opportunities for persons 55 and older as well as nearly 4,000 square feet of commercial space along the East 10th Street commercial corridor. Construction is underway and will be complete in fall 2011.
Umbrella CDC
Treasured Homes
I•AD seeks to serve as an "Umbrella CDC" for the Near Eastside. To do this, I•AD will identify, support, and grow the assets of small, neighborhood-based housing groups already at work performing traditional property development activities at the neighborhood level. These smaller, neighborhood-based groups function as micro-developers, leveraging the knowledge and energy of neighbors committed to improving their own neighborhoods.
The Umbrella CDC model has proven successful in the Springdale neighborhood, where a dedicated group of residents came together to form Treasured Homes in the spring of 2000. Treasured Homes has been organized as a single-member LLC under I•AD since April 2007, and this relationship will serve as a model for how I•AD will develop similar partnerships in the future. I•AD intends to provide an umbrella to shelter, nurture, and incubate neighborhood-based, grassroots efforts like these.
